For many years, women in India have been more fascinated with gold, and gold has always been a very safe and secure investment for Indian residents during difficult times. As a result, the BIS (Bureau of Indian Standards) launched a Jewellers Registration Scheme to protect customers from adulteration and to obligate jewellers to maintain the purity of jewellery. BIS launched the Gold Hallmarking Scheme in 2000, followed by the Silver Hallmarking Scheme in 2005. According to the Scheme, the BIS Hallmark Registration is required in order to sell or manufacture gold/silver jewellery. Because it is impossible to determine the purity of gold simply by looking at it without a proper examination or mark. Here's a step-by-step guide on how to register for selling hallmarked gold.
What is Hallmarking?
It is the accurate determination and official recording of the precious metal equivalent content (such as gold and silver) in precious metal articles. Thus, hallmarks are legal marks that are used in many countries to ensure the purity/fineness of precious metal articles. The primary goals of the Hallmarking Scheme are to protect the public from adulteration and to obligate all manufacturers to maintain legal fineness standards. Hallmarking has been brought under the purview of two metals in India, namely gold and silver.
The Hallmarking Scheme has been aligned with international Hallmarking criteria. According to the Hallmarking Scheme, BIS grants jewellers Hallmark Registration. BIS-authorised jewellers can have their jewellery hallmarked at any of the BIS-approved centres.
Eligibility to apply for certificate of registration
- Any jeweller who wishes to obtain a Certificate of Registration for Selling Hallmarked Jewellery/Artefacts must apply online through the BIS's Manakonline portal. The registration is approved immediately. A mail and SMS alert will be sent to him/her informing him/her of the Registration Number, and he/she can use the Registration Number to download and print the Certificate of Registration.
- The BOs should scrutinise the registrations granted, especially for antecedents, and any discrepancy discovered should be communicated to the jeweller via a portal for a response within thirty days. If no response is received or if the response is not satisfactory, the registration may be processed for cancellation after following the procedures outlined in the hallmarking regulations.
- In the event of registration cancellation under sub-regulation 1(e) of Regulation 7 of the BIS(Hallmarking) Regulations, 2018, the jeweller is NOT eligible to apply for certificate of registration before a one-year cooling period from the date of such order.
- A jeweller who has been convicted under the Act's provisions is ineligible to apply for a certificate of registration for one year from the date of such conviction.
Procedure for Hallmark Registration in India
Step 1: Visit https://www.manakonline.in/MANAK/login and select the "Hallmarking" tab.
Step 2: Next, go to the Manak Portal and click on the "Notification" link or the "For jeweller registration" tab.
Step 3: The user will then be redirected to the NSWS page, where they will select "All Approvals" and then "Central Approvals" from the dropdown menu.
Step 4: On the "Approval and Registrations" page, enter the keyword "Hallmark" into the search field at the top right corner. Then, in the "Registration of Jewellers for Selling Hallmarked Jewellery/Artefacts" box, select "Add To My Approvals."
Step 5: A Login page will then appear, where you can login using your credentials if you have already registered on the portal, or you can register by clicking on the "Register" link.
Step 6: Finally, complete the Registration form.
Step 7: After verification, use the credentials to log in. Then, in the top right corner, click the My Dashboard link.
Step 8: Then, if your business entity is already incorporated, click the "Apply Now" link and enter your CIN/LLPIN. If the user is a "Sole Proprietorship," then click the validate button to proceed to the next step and fill out the necessary information.
Step 9: Click 'Review & Submit' to submit the application.
STEP 10: A message indicating that the submission was successful will be displayed. and navigate to the "Registration of Jewellers for Selling Hallmarked Jewelry/Artefacts" section in the left menu, fill out all of the required information, and submit the application by clicking on "Review & Submit."
Step 11: After submitting successfully, the application status will be "Approved" in the "My Dashboard" section.
