To make passport-related services more accessible and hassle-free, India's Ministry of External Affairs (MEA) introduced an updated rule last year. Under this new provision, citizens can now add their spouse's name to their passport without submitting a marriage certificate.
How To Add Your Spouse's Name To Your Passport Without A Marriage Certificate?
As part of the revised process, applicants can submit a joint photo declaration (Annexure J) instead of a traditional marriage certificate. This alternative has made things easier for many couples who previously struggled to obtain official marriage documents.
Annexure J serves as a self-declared confirmation of marriage and is signed by both partners. It is now accepted as valid proof when applying to include a spouse's name in a passport.

Requirements For Annexure J
To complete Annexure J, the following details must be provided:
-A joint self-attested photograph of husband and wife
-Full names and residential addresses of both spouses
-Dates of birth of both individuals
-A declaration confirming marital status and that the couple is living together as husband and wife
-Signatures of both partners along with place and date
-Aadhaar numbers of both spouses as identification
-Additional ID proof such as Voter ID numbers or passport numbers (if available)
-Make sure to provide accurate information in this declaration to ensure smooth processing of the application.
Online Application Process
Applicants can follow these steps to update their passport:
1. Register on the Passport Seva Portal
2. Select Apply for Re-Issue of Passport
3. Choose the option to add spouse's name
4. Fill in the application form carefully
5. Upload Annexure J with the joint photograph and signatures
6. Pay the applicable fee and book an appointment at the Passport Seva Kendra
7. Visit the Passport Seva Kendra with original documents for verification
Once submitted, the request goes through the standard processing cycle.
Processing Details
Normal Processing Time: Around 2 to 4 weeks
Tatkaal Service: 5 to 7 days (with additional charges)
Police Verification: Usually required
Fees: Same as a regular passport reissue (Rs 1,500-Rs 2,000)
Provision For Special Cases
The MEA has also introduced Annexure K for married individuals who cannot provide a marriage certificate or joint photo declaration. This applies in situations such as separation without legal divorce, marital disputes, or abandonment by a spouse.
This provision ensures that individuals facing personal challenges are not prevented from updating their passport details.
When A Marriage Certificate Is Still Required
Although Annexure J has simplified the process, there are still certain situations where official documentation remains necessary. Such as,
Removing a spouse's name after divorce
Changing the spouse's name in the passport
Certain international visa applications, as some countries may still request a marriage certificate
Overall, this policy update reflects the government's effort to make passport services more flexible while maintaining necessary safeguards.
