The Institute of Chartered Accountants of India (ICAI) stated that the 2026-27 Union Budget proposals are designed to create a stable regulatory framework. This environment is intended to help businesses focus on innovation and growth. Finance Minister Nirmala Sitharaman presented her ninth consecutive Budget, steering clear of populist measures.

ICAI President Charanjot Singh Nanda highlighted that the Budget's proposals align with the Income Tax Act, 2025's main goal. This goal is to simplify legal language and reduce litigation, fostering trust and speeding up decision-making. He noted that these measures aim to enhance transparency and precision in the law, thereby improving the ease of doing business.
Corporate Mitras for MSMEs
The ICAI expressed satisfaction with being tasked to create short-term courses and practical tools for developing corporate mitras. These professionals will assist Micro, Small, and Medium Enterprises (MSMEs) in meeting compliance requirements affordably, especially in Tier-II and Tier-III towns. The ICAI has over 5 lakh members who will contribute to this initiative.
In her speech, Sitharaman mentioned that professional bodies like ICAI, ICSI, and ICMAI will be supported in designing these courses. The aim is to develop a cadre of corporate mitras who can help MSMEs with compliance at lower costs. These para-professionals will play a crucial role in supporting small businesses.
Focus on Human Capital and Regulatory Reforms
The Institute of Company Secretaries of India (ICSI) praised the Budget for its focus on strengthening human capital through education, skilling, digital infrastructure, innovation, and research. The Budget also aims to accelerate regulatory reforms to improve the business environment and encourage voluntary compliance.
ICSI also appreciated the government's proposal for developing corporate mitras to support MSMEs. This initiative is seen as a step towards enhancing the capabilities of small businesses by providing them with necessary compliance support.
The Budget's emphasis on creating a supportive regulatory environment is expected to benefit enterprises by allowing them to concentrate on growth and innovation. By simplifying legal processes and reducing litigation, businesses can operate more efficiently and effectively.
