In a significant move to enhance the credibility of online consumer reviews, the Indian government has initiated consultations with e-commerce entities and organizations that publish online reviews. This step is part of the efforts to introduce a quality control order aimed at curbing the menace of fake reviews on digital platforms. The Consumer Affairs Ministry has issued a notice for a meeting to discuss the draft of the Online Consumer Reviews Quality Control Order, 2024 (QCO), signaling a proactive approach towards ensuring transparency and authenticity in e-commerce transactions.

The draft QCO outlines stringent measures for e-commerce aggregators and review-publishing organizations, mandating them to ensure that only reviews from verified purchasers or users are accepted. This initiative is expected to significantly reduce the instances of misleading reviews, thereby protecting consumer interests. According to the notice, these organizations are required to register with the Bureau of Indian Standards (BIS) and declare self-compliance with the essential requirements stipulated in the order.
A stakeholder consultation meeting, chaired by the Secretary of Consumer Affairs, is scheduled for May 15, 2024, to deliberate on the draft QCO. The proposed regulations are comprehensive, prohibiting the publication of reviews that have been purchased or authored by individuals specifically hired for this purpose by sellers, suppliers, or third parties. Furthermore, the QCO aims to prevent platforms from manipulating consumer opinions by barring rewards based on review content, editing reviews, suppressing negative feedback, and accepting reviews from individuals who have not genuinely used or experienced the product or service.
Under this proposed framework, organizations managing and publishing online consumer reviews will be required to conform to essential requirements. This includes a strict prohibition on publishing fake reviews and necessitates registration as a Review Administrator with BIS while declaring self-compliance with the prescribed norms. This initiative by the Consumer Affairs Ministry is a crucial step towards establishing a more trustworthy and reliable online shopping environment for consumers across India.
The introduction of such regulatory measures reflects the government's commitment to safeguarding consumer rights in the digital age. By ensuring that online reviews are genuine and verifiable, this quality control order is poised to significantly enhance consumer confidence in e-commerce platforms and online marketplaces. As the consultation process progresses, stakeholders from various sectors are expected to provide valuable insights that will shape the final version of this landmark regulation.
