The Maharashtra Government has announced a paid public holiday on December 2 for employees residing in areas where civic elections are scheduled. The government resolution (GR) confirms that all workers living within the designated polling zones will receive paid leave to cast their votes, reinforcing the state's emphasis on voter participation.

Pune District Collector Jitendra Dudi stated that the public holiday will primarily benefit voters in rural pockets where elections are being held. "On December 2, there will be a public holiday primarily in rural areas of the 18 local bodies and not in the cities," he clarifieds.

The government has also warned that action may follow if any complaint is received about employers refusing paid leave or reasonable time-off on December 2, 2025. The Government Resolution includes a detailed district-wise list of municipal councils and nagar panchayats where polling is scheduled, underlining that all eligible voters there must get a fair chance to participate.
What Will Remain Open or Closed on December 2?
All entities that fall under the Labour Department must comply with the directive, including:
- Factories
- Shops
- Hotels
- Commercial establishments
- Malls and retail outlets
- IT companies
- Other workplaces governed by the department
These establishments are expected to remain closed or adjust work schedules to ensure voting access for employees.
Organizations that provide essential services or operate round the clock are not required to shut down. However, they must allow employees 2-3 hours of leave if granting a full-day holiday is not possible. This ensures that workers in critical sectors also get the opportunity to vote.
The holiday is not applicable across the entire Pune district, officials clarified. Voting is being conducted for 18 nagar parishads and nagar panchayats, and the paid leave is restricted only to these polling jurisdictions.
Urban areas under the Pune Municipal Corporation (PMC) and Pimpri-Chinchwad Municipal Corporation (PCMC) are excluded, as no civic elections are scheduled there on December 2. Authorities emphasised that residents in these city limits will not receive the election holiday.
The GR also outlines that residence within a polling locality, not the workplace, determines eligibility for paid leave. "Citizens living in polling areas but working in non-polling areas will also get a paid holiday," the resolution reads. This ensures that residents who commute to urban centres for work do not miss out on their voting rights.
Maharashtra Election Today on 2nd December 2025; Vote Counting on 3 December
The first phase of these long-delayed local polls will see voting for 246 municipal councils and 42 nagar panchayats spread across several districts. Later phases will include elections to 336 Panchayat Samitis, 32 Zilla Parishads and 29 municipal corporations, including Mumbai, with dates yet to be declared by the State Election Commission.
Vote counting for the civic elections is scheduled to take place on December 3, when final results for all 18 local bodies will be declared.
