Union Minister of Ports, Shipping and Waterways Sarbananda Sonowal visited Great Nicobar Island on Thursday, November 23, 2022, to review the progress of the proposed International Container Transhipment Port (ICTP) project. The first phase of the project is targeted for commissioning in 2028.

Project Overview
The ICTP project, located at Galathea Bay, has achieved significant milestones and is considered a transformative initiative with an estimated total cost of around Rs 44,000 crore. The project holds strategic importance for the country and is crucial for the economic and infrastructural development of the entire region. It has garnered key approvals and support from various government bodies.
Environmental Clearances and Approvals
The Ministry of Environment and Forests and Climate Change (MoEF&CC) granted environmental clearance for the project on November 11, 2022. Additionally, stage 1 forest clearance has been obtained. The Department of Expenditure, Ministry of Finance, has also granted in-principle approval for the holistic development of the Great Nicobar Island. The detailed project report of the ICTP project is under finalization.
Project Timeline and Phasing
Tenders for the construction of the first phase of the project are planned to be invited early next year, subject to necessary approvals and concurrences. The proposed facility will be developed in four phases. Phase 1 is targeted for commissioning in 2028 with a handling capacity of 4 Million TEUs (Twenty-foot Equivalent Units). In the ultimate stage of development by 2058, the capacity is expected to increase to 16 Million TEUs.
Estimated Cost and Infrastructure
The estimated cost for Phase 1 of the proposed transshipment port is around Rs 19,000 crore. This includes the construction of breakwaters, dredging, reclamation, berths, storage areas, buildings, utilities, procurement and installation of equipment, and a port colony with core infrastructure. The government will support the development of the port colony.

The ICTP project is strategically located in the Andaman and Nicobar Islands, providing access to major international shipping routes. It aims to decongest existing ports and enhance India's transshipment capacity. The project is expected to boost trade, generate employment opportunities, and contribute to the overall economic growth of the region.
