Haryana's Town and Country Planning Minister J P Dalal announced on Tuesday that the state government has allowed stilt-plus-four floor (S+4) constructions. This permission extends to older colonies with specific conditions. The decision aims to benefit the general public significantly, according to Dalal.

The government will grant S+4 construction permissions without conditions for residential plots in colonies or sectors where the layout plan is approved with four dwelling units per plot, stated an official release. Additionally, in licensed Deen Dayal Upadhyay Jan Awas Yojana colonies, where the service plan is approved or revised for four dwelling units per plot, S+4 construction will also be permitted.
Expert Committee Recommendations
After a ban lasting over a year, the new decision on stilt-plus-four floors follows recommendations from an expert committee. The policy for four-floor plus stilt houses in residential plots was paused 16 months ago. Last year, the government informed the Assembly about allowing four-storey houses with stilt parking in Haryana Shehri Vikas Pradhikaran (HSVP) sectors. However, complaints led to forming a committee to review the matter.
Dalal mentioned that in colonies and sectors where the layout plan is approved with three dwelling units per plot, S+4 construction will be allowed under certain conditions for residential plots accessible from a 10-meter or wider road. If someone wishes to construct S+4 in such colonies, they must submit a mutual consent agreement with all adjoining plot owners unless those owners already have S+4 approval or maintain a side setback of 1.8 meters on all floors from adjoining plots.
Conditions and Provisions
If adjoining plot owners do not consent to S+4 construction, they will be ineligible for S+4 construction in the future. Dalal clarified that if a plot already has permission for three floors and a basement and now S+4 construction is permitted, basement construction and loading on the common wall will not be allowed unless there is mutual consent from neighbouring plot owners.
Furthermore, if an entire row of residential plots is constructed simultaneously for building plan approval and construction, permission for constructing the common wall will be granted. Basement construction will not be allowed on plots less than 10 meters in width and 250 square meters in area.
Financial Aspects and Infrastructure Development
Dalal stated that Rs 1178.95 crore has been collected for S+4 approvals by various agencies, including Rs 689.8 crore by the Town and Country Planning Department. This amount will be used to enhance infrastructure in all sectors and colonies.
The department plans to establish a portal to address issues related to S+4 matters and make various information public, including permissions related to S+4 floors from time to time. To eliminate covering the stilt area, future building plan approvals or occupation certificates will include a condition that if the stilt area is fully or partially covered, the approval or certificate will be deemed withdrawn.
This new policy aims to streamline construction processes while ensuring compliance with regulations and enhancing infrastructure development across Haryana.
