Haryana Chief Minister Nayab Singh Saini recently unveiled a vision document for 2047, detailing the state's role in achieving India's goal of becoming a developed nation by that year. This was presented at the 10th governing council meeting of NITI Aayog, led by Prime Minister Narendra Modi. The document sets ambitious targets for Haryana, including becoming a one trillion-dollar economy and creating 50 lakh new jobs by 2047.

Saini emphasised that the prime minister's vision and policies have consistently prioritised national interests. The vision for a developed India includes self-reliance, prosperity, empowerment, capability, inclusiveness, and technological advancement. "It is our shared responsibility to realise this vision," he stated. Haryana's Vision Document-2047 aligns with the national goals to ensure the state contributes actively to this vision.
Focus on Technological Advancement
The state has established a new department called the Department of Future to explore development opportunities through advanced technologies like artificial intelligence, quantum computing, and robotics. This department will act as a nodal agency to spearhead long-term strategic initiatives, technological foresight, and integrated policy-making. The aim is to achieve the trillion-dollar economy goal while promoting inclusive development in line with Haryana's Vision 2047.
As part of its technological push, Haryana is setting up the Haryana AI Mission to advance artificial intelligence initiatives. An agreement with the World Bank has been signed to support this effort. Additionally, the Haryana Venture Capital Fund is promoting startups by offering internships, mentorship, and affordable infrastructure for young entrepreneurs.
Economic Growth and Skill Development
The chief minister highlighted that technical barriers pose significant challenges to rapid economic development. With the decreasing shelf life of skills, there is an urgent need to modernise the skill ecosystem. To address this, Saini proposed developing an integrated skill hub to better equip the workforce for future demands.
Under the PM Gati Shakti initiative, Haryana has consistently been in the Achiever category among landlocked states in the LEADS survey for three consecutive years: 2022, 2023, and 2024. Saini noted that all projects costing over Rs 100 crore must align with the National Master Plan of PM Gati Shakti.
Regulatory Reforms and Governance
Efforts are underway to simplify more than 1,100 complex compliances to create a favourable environment for investors in Haryana. The state government plans to establish an ease of doing business cell soon to streamline processes further. Additionally, efforts are being made to eliminate criminalisation from minor provisions across over 230 Acts in 37 departments.
A state-level Jan Vishwas Bill is being drafted and expected to be notified by December 2025. This legislation aims to ensure a reliable, transparent, and efficient governance system. "To support this," Saini said, "a state-level Jan Vishwas Bill is being drafted and expected to be notified by December 2025."
The chief minister also mentioned that special emphasis has been placed on six key areas contributing towards building a developed India. These priorities have been incorporated into the state budget for the current financial year.
Saini urged that once finalised, Haryana Vision-2047 will be integrated into the national-level developed India dashboard. He also launched a high-level task force called Mission Haryana-2047 last year. This task force is working towards making the state's GDP reach one trillion US dollars and creating 50 lakh new jobs.
