In a significant move towards enhancing the tax benefits for education and sustainable development, the Institute of Chartered Accountants of India (ICAI) has put forward a series of proposals aimed at the upcoming 2024-25 financial budget. The apex body for chartered accountants in India submitted its Pre-Budget Memorandum 2024 to the Central Board of Direct Taxes (CBDT), outlining several key recommendations that could potentially reshape the tax landscape in favor of educational and environmental initiatives.

With the full budget set to be presented by the new government following the Lok Sabha polls counting on June 4, ICAI's suggestions have sparked interest among various stakeholders. Among the notable proposals is the introduction of a separate provision for the deduction of expenses related to the education of a girl child under both default and alternative tax regimes. This move underscores a focused effort to promote gender equality in education through fiscal incentives.
Additionally, ICAI has advocated for enhancements in personal taxation, including deductions for mediclaim premium payments under the default tax regime, regular updates to standard deductions, and the option for joint taxation for married couples. These suggestions aim to provide relief and flexibility to taxpayers, potentially leading to increased disposable income and financial security.
Recognizing the critical importance of sustainable development and skill enhancement, ICAI has also proposed tax incentives for entities engaged in green projects and skill development activities. A standout recommendation includes offering exemptions or concessional tax rates on interest income earned by subscribers of green bonds. This proposal not only aims to boost green finance but also encourages investments in environmentally friendly projects.
On the business taxation front, ICAI has suggested aligning tax audit provisions with presumptive income provisions, simplifying the presumptive income regime, and raising the threshold for computing allowable remuneration for partners. These measures are intended to ease compliance burdens and foster a more business-friendly tax environment.
The memorandum also touches upon the need for rationalizing taxation provisions for charitable trusts, further emphasizing ICAI's commitment to supporting non-profit activities and social welfare initiatives.
ICAI President Ranjeet Kumar Agarwal highlighted the institute's advocacy for special incentives for entities undertaking green projects. "In order to enhance green finance and encourage green projects, we have advocated for special incentives to entities undertaking green projects and propose exemption for interest income of subscribers of green bonds issued by such entities," Agarwal stated.
With approximately 8.5 lakh students and over 4 lakh members, ICAI's proposals reflect its significant influence and commitment to leveraging fiscal policy as a tool for promoting education, sustainability, and skill development across India. As stakeholders await the government's response to these recommendations, there is hopeful anticipation that these measures could lead to meaningful advancements in these critical areas.
