The Union Cabinet, led by Prime Minister Narendra Modi, has sanctioned the Clean Plant Programme (CPP) with a budget of Rs 1,766 crore. This initiative aims to transform India's horticulture sector by improving the quality and productivity of fruit crops nationwide. The Ministry of Agriculture and Farmers Welfare proposed the programme, which was initially announced in the Budget speech by the finance minister in February 2023.

Union Minister Ashwini Vaishnaw highlighted that the CPP will tackle virus infections in horticultural crops, which currently impact both productivity and quality. The programme's key components include establishing nine world-class Clean Plant Centres (CPCs) across India. These centres will be equipped with advanced diagnostic therapeutics and tissue culture labs. Additionally, a robust certification system under the Seeds Act 1966 will be implemented.
Benefits for Farmers and Export Growth
The CPP is designed to benefit farmers, nurseries, consumers, and boost exports. It will provide farmers with access to virus-free, high-quality planting material, leading to increased crop yields and improved income opportunities. The programme will ensure affordable access to clean plant material for all farmers, regardless of their landholding size or socioeconomic status.
Vaishnaw noted that horticultural exports have surged to over Rs 50,000 crore in the last decade. The CPP is expected to further bolster India's position as a leading global exporter of fruits. The initiative aligns with Mission LiFE and the One Health initiatives, promoting sustainable and eco-friendly agricultural practices while reducing reliance on imported planting materials.
Infrastructure Support and Certification
The programme includes infrastructure support for large-scale nurseries to efficiently multiply clean planting material. This will help maintain a consistent supply of high-quality plants for farmers. The implementation of a robust certification system under the Seeds Act 1966 will ensure that only certified clean planting materials are used.
The National Horticulture Board will implement the CPP in collaboration with the Indian Council of Agricultural Research (ICAR). An official statement mentioned that this partnership would ensure the programme's success by leveraging ICAR's expertise in agricultural research.
Engagement of Women Farmers
The CPP will actively involve women farmers in its planning and implementation stages. This inclusive approach aims to empower women in agriculture and ensure their participation in the sector's growth.
