TRQ Scheme and Its Significance

However, all imports of the product above a predetermined threshold are subject to a higher tariff. This mechanism provides an opportunity for countries like India to export sugar to the US market with a competitive advantage.
India's Sugar Export Scenario
India holds the distinction of being the world's second-largest producer and the largest consumer of sugar. Recognizing the potential for sugar exports, India has established preferential quota arrangements with the European Union and now with the United States through the TRQ scheme.
Role of APEDA in Quota Management
The Directorate General of Foreign Trade (DGFT) has designated the Agriculture and Processed Food Products Export Development Authority (APEDA) as the nodal agency responsible for operating the TRQ scheme for sugar exports to the US. APEDA will oversee the allocation and management of the quota to ensure smooth and efficient sugar exports under this arrangement.
US Announcement on TRQ Allocations
In July 2023, the Office of the U.S. Trade Representative (USTR) announced the country-specific in-quota allocations of TRQs for imported raw cane sugar, refined and specialty sugar, and sugar-containing products for Fiscal Year 2024. This announcement provided clarity on the quota availability and the first-come, first-served basis for quota utilization.
The notification of raw cane sugar exports to the US under the TRQ scheme presents a significant opportunity for India to enhance its sugar exports and gain a competitive edge in the US market.
