Italy's data protection authority, Garante, has imposed a fine of 15 million euros (USD 15.6 million) on OpenAI. This decision follows an investigation into how the company collects personal data through its chatbot, ChatGPT. The probe revealed that OpenAI processed user data without a proper legal basis and failed to meet transparency obligations.

OpenAI has expressed disagreement with the ruling, describing it as "disproportionate" and plans to appeal. An OpenAI spokesperson stated, "When the Garante ordered us to stop offering ChatGPT in Italy in 2023, we worked with them to reinstate it a month later." They also noted that the fine is nearly 20 times their revenue in Italy during the relevant period.

The investigation highlighted that OpenAI lacked an effective age verification system. This shortcoming potentially exposed users under 13 to unsuitable AI-generated content.
