Commerce and Industry Minister Piyush Goyal highlighted the impact of extended shipping routes via the Cape of Good Hope on global trade, including Indian exports. He noted that this has led to longer delivery times for goods reaching international markets. Despite these delays, there have been no reported shortages of containers due to the prolonged voyage times or conflicts in the Red Sea and the Russia-Ukraine War.

Goyal stated that regular discussions are held with shipping lines, port authorities, and export/import associations to evaluate potential interventions. He mentioned that India's container manufacturing capacity is limited due to low demand. The industry is dominated by established manufacturers from other countries who benefit from economies of scale, lower production costs, advanced technologies, and immediate cargo loading opportunities.
Container Manufacturing Challenges
The minister explained that the container manufacturing sector is heavily influenced by economies of scale. This situation favours established international manufacturers who enjoy lower production costs and access to advanced technologies. These advantages allow them to load cargo immediately, further enhancing their competitiveness over Indian manufacturers.
In a written response to the Lok Sabha, Goyal reiterated that the extended shipping routes through the Cape of Good Hope have affected global trade, including exports from India. However, he assured that there is no shortage of containers due to these longer routes or geopolitical conflicts.
Efforts to Boost Domestic Production
The Container Corporation of India Limited (CONCOR) has taken steps to boost domestic production by placing an order with Amba Coach Builders Pvt Ltd in Andhra Pradesh for 2,500 containers since 2021. As of November, 28 containers have been delivered. This move aims to enhance India's container manufacturing capabilities despite current limitations.
The minister's comments underscore the challenges faced by India's container manufacturing industry in competing with established global players. The focus remains on addressing these challenges through strategic interventions and boosting domestic production capacity.
