Shein, a Chinese fast fashion brand, has made a comeback in India nearly five years after its ban. This return is facilitated through a collaboration with Reliance Retail, one of India's top retailers. The Shein India Fast Fashion App, available via Reliance Retail, has already surpassed 10,000 downloads on Google's Play Store and ranks among the top ten in Apple's store.

In June 2020, the Ministry of Electronics and Information Technology banned Shein along with other apps due to rising tensions with China. Despite this, Shein products continued to be sold online through platforms like Amazon. In 2023, Shein partnered with Reliance Retail, led by Isha Ambani, to re-enter the Indian market.
Partnership and Localisation
Reliance Retail Ventures Ltd (RRVL), through its subsidiary RRL Reliance Retail Ltd, formed a technology agreement with Roadget Business Pte Ltd, which owns Shein. This partnership aims to create an indigenous e-commerce platform. The platform will connect local manufacturers and suppliers to produce and sell Shein-branded products both domestically and internationally.
The government clarified in December last year that while Shein's app was blocked, the sale of its branded products was not prohibited. Commerce & Industry Minister Piyush Goyal stated that the platform would help build a network of local manufacturers for domestic and global sales under the Shein brand.
Data Protection and Compliance
The Ministry of Textiles consulted with the Ministry of Electronics and Information Technology (MeitY) and the Ministry of Home Affairs regarding RRVL's proposal. They conveyed no objection to the plan. The licence agreement ensures that RRVL retains ownership and control over the platform through its wholly-owned subsidiary.
Piyush Goyal emphasised that all platform data will remain in India, hosted on local infrastructure. Shein will not have access to or rights over this data. The agreement mandates compliance with Indian laws and ensures data localisation.
Shein's Market Strategy
Established in 2008, Shein is renowned for its affordable fashion offerings. It is particularly popular among millennials for trendy women's wear and other apparel. Despite being banned due to concerns over sovereignty and integrity, Shein's products remained accessible online via e-commerce giants like Amazon.
The Delhi High Court also addressed issues related to Shein's operations in India. With its new strategy involving Reliance Retail, Shein aims to strengthen its presence in one of its fastest-growing markets while adhering to local regulations.
This collaboration marks a significant step for Shein as it seeks to expand its footprint in India while ensuring compliance with local laws and fostering partnerships with domestic manufacturers.
