Following the release of the draft National Rail Plan, railways ministry made a clarification that the document did not mentioned that it will end the system of passenger waiting list in trains. Reports from some of the media houses however wrongly stated that as per the draft National Rail Plan there will be no waiting list system beginning 2024 and only confirmed tickets will be allowed to be booked for train travel.

The ministry said that it is working on ways to increase passenger capacity in trains and make them available on demand but that does not implies that the waitlist provision will be completely done away with. "This would reduce the possibility of passengers getting waitlisted," said the clarification issued by the government. The waitlist provision suggests that the demand for travel in a particular train is more than the number of berths available in it and hence the centre is not ending the system. Besides, as per the government, the waitlist system helps in tackling any variation that arises in availability and demand.
The government's National Rail Plan is focused on enhancing infrastructural capacity and strategies that would allow an increase in modal share of the Railways. Also, at the same time, there is put focus on lowering transit time and expanding service gamut. Besides to reduce carbon emission, the railways aims at net zero carbon emission by 2030.
