The Model Code of Conduct (MCC), a cornerstone of democratic elections, serves as a framework to ensure fair and free elections. Effective immediately upon the announcement of election dates, the MCC remains in force until the results are declared. It lays down guidelines not only for political parties and their candidates but also for ministers from ruling parties, promoting ethical conduct and a level playing field for all participants.

One significant aspect of the MCC pertains to the regulation of cash and other items during the electoral process. In a bid to curb the misuse of cash for electoral gains, the Election Commission has introduced strict rules governing its movement. Individuals found carrying cash exceeding Rs 50,000 or new items worth over Rs 10,000 without proper documentation risk seizure of the items. Authorized personnel handling currency movements must adhere to prescribed procedures, ensuring transparency and accountability.
In the event of a cash seizure, procedures are in place to handle the situation with diligence. The seized amount is deposited as directed by the court, with any sum exceeding Rs 10 lakhs forwarded to the Income Tax authority for further scrutiny. A district-level grievance committee, comprising election monitoring officials and treasury officers, handles complaints and ensures that genuine individuals are not inconvenienced.
The Election Commission's measures aim to strike a balance between transparency and fairness while maintaining the sanctity of the electoral process. By enforcing strict guidelines on cash movements and providing avenues for redressal, the ECI seeks to uphold the principles of democracy and ensure that every vote counts.
With central agencies on high alert to monitor compliance with the Model Code of Conduct, the electoral landscape is poised for rigorous scrutiny. Any infractions, including the distribution of cash, liquor, freebies, or any items aimed at influencing voters, will be met with swift action.
