Confusion continues to cloud the deadlines for linking Permanent Account Numbers (PAN) with Aadhaar, despite the government having made significant announcements on the subject. The official deadline for linking PAN with Aadhaar had expired on June 30, 2023, rendering non-compliant PANs inactive from July 1, 2023. However, claims about an extended deadline until December 31, 2024, have surfaced.
Here's everything you need to know about the current status, penalties, and steps to link PAN with Aadhaar.
Deadlines and Inactive PANs
The deadline to link PAN with Aadhaar was June 30, 2023. From July 1, 2023, any PAN not linked to Aadhaar was classified as inactive, as confirmed by the government in Parliament. Taxpayers who missed the deadline must now pay a penalty of Rs 1,000 under Section 234H of the Income Tax Act, 1961, to reactivate their PAN and complete the linkage process.
Although December 31, 2024, is being discussed in some circles as a new deadline, the government has not officially extended the timeline. It remains critical for individuals to act promptly to avoid potential complications in financial transactions requiring an active PAN.

Penalties Collected and Compliance Figures
According to the Ministry of Finance, as of January 29, 2024, approximately 11.48 crore PANs remain unlinked with Aadhaar, excluding exempt categories. Between July 1, 2023, and January 31, 2024, the government collected Rs 601.97 crore in late penalties from individuals linking their inactive PANs with Aadhaar.
Why Linking PAN and Aadhaar is Essential?
Linking PAN with Aadhaar is mandatory for filing income tax returns and performing various financial transactions, including opening bank accounts, investing in mutual funds, and trading stocks. An inactive PAN can disrupt these activities, potentially leading to legal and financial complications.
Steps to Pay the Rs 1,000 Penalty and Link PAN with Aadhaar
Taxpayers can link their inactive PAN with Aadhaar by following these steps on the Income Tax Department's e-Filing Portal:
Step 1: Visit the Portal
Go to the e-filing Portal. Click on the "Link Aadhaar" option under the Quick Links section, or log in and find the same option under the Profile section.
Step 2: Enter PAN and Aadhaar Details
Provide your PAN and Aadhaar numbers.
Step 3: Initiate Payment
Click on "Continue to Pay Through e-Pay Tax." Enter your PAN, confirm it, and provide a mobile number for OTP verification. Once verified, you will be redirected to the e-Pay Tax page.
Step 4: Make Payment
Under the Income Tax tile, proceed to payment. Select the relevant Assessment Year and choose "Other Receipts (500)" as the payment type. The system will pre-fill the penalty amount of Rs 1,000. Select a payment mode and complete the transaction through your bank's portal.
Step 5: Link PAN and Aadhaar
After payment, revisit the e-filing Portal to complete the PAN-Aadhaar linking process.
How to Check the Status of PAN-Aadhaar Linking?
Taxpayers can confirm the status of their PAN-Aadhaar linkage through the following steps:
On the e-Filing Portal homepage, click on "Link Aadhaar Status" under Quick Links.
Enter your PAN and Aadhaar numbers, then click "View Link Aadhaar Status."
The portal will display the current status of your linkage request.
Implications of Inaction
An inactive PAN can significantly disrupt financial and tax-related activities. Individuals without an active PAN may face challenges in filing income tax returns, accessing banking services, and conducting high-value transactions. Moreover, such disruptions can have cascading effects on credit scores, investment portfolios, and even compliance with government policies.
While the rumours of a December 2024 deadline may offer a sense of relief, taxpayers are urged not to rely on unverified claims. The government's last official stance was to declare PANs inactive from July 1, 2023, and there is no confirmation of an extension.
