As per a recent home ministry communique, Indians over 65 years and 15 years age can travel to neighbouring countries including Nepal and Bhutan just by producing their aadhaar cards as these now suffice as valid travel document for them. For these 2 countries, people of other age bracket however don't need visa if they have valid passport, ID and an election ID issued by the Election Commission.

In an earlier circumstance, Indian citizens over 65 years and under 15 for visiting the countries showed their driving license, PAN, CGHS card or ration card to prove their identity.
"Now, persons in the age group of over 65 years and below 15 years have been allowed to use Aadhaar as a valid travel document," the official told PTI.
The aadhaar card issued by the UIDAI is mandatory for a host of government services.
"However, the emergency certificate and identity certificate issued by the Indian Embassy in Nepal will be valid for single journey for travelling back to India," he said, citing the communique.
Also teenagers will be able to visit the neighboring country given the ID certificate issued by their school principal in a prescribed format.
