The deadline for submitting the Annual Performance Assessment Report (APAR) for the fiscal year 2020-21 has been extended by the national government. All Group A, Group B, and Group C central government officers, including those who demitted office or retired on or after February 28, 2021, will be affected by the ruling. The statement was made by the Department of Personnel and Training (DoPT), which issued an Office Memorandum (OM) in this regard.
The DoPT had previously extended the deadline for recording and completion of APAR for 2020-21 to June 30, 2021, following the spread of Covid-19.

The DoPT Office Memorandum informed, "In view of the prevailing situation (Covid-19), it has been decided to further extend the timeline for distribution/online generation, recording and completion of APAR for the year Group A, group B and Group C officers of Central Civil Services, as a onetime measure."
According to the Memorandum of the DoPT office, which states "The extended timeline for APAR 2020-21 is also applicable to reporting/reviewing/acceptance authorities who have demitted or retired from the office on or after 28.02.2021 and are permitted to r on or after 28.02.2021."
The following is the extended timeline for recording and completing APAR for central government officers in groups A, B, and C in 2020-21:
1] The deadline for receiving blanks or generating APAR online is July 31, 2021.
2] The deadline for submitting a self-appraisal to the reporting officer is August 31, 2021.
3] The deadline for reporting officer to forward the report to reviewing officer is September 30, 2021.
4] The deadline for reviewing officers to submit their reports to the APAR Cell is November 15, 2021.
5] The deadline for Accepting Authority Appraisal (where applicable) is December 15, 2021.
6 a) The deadline for disclosing the APAR to the officer who was reported on is November 30, 2021, if there is no Accepting Authority.
b) The deadline for disclosing the APAR to the officer who is the subject of the report if Accepting Authority exists is December 31, 2021.
7] If any representations are made on APAR, they must be received within 15 days after the date of disclosure.
8] Submission of representations to the responsible authority: a) If no Accepting Authority for APAR exists, the deadline is December 31, 2021.
b) The deadline for APAR Accepting Authority is January 15, 2022.
9] Within one month after receiving the representation, the appropriate authority must dispose of it.
10] The competent authority's decision on the APAR Cell's representation must be communicated within 15 days of the competent authority's final decision.
11] The APAR procedure will conclude on March 31, 2022, after which the APAR will be officially recorded.
