The government of India has introduced a pilot program to provide cashless treatment to road accident victims, offering financial assistance and ensuring prompt medical care during the crucial golden hour.
In a significant move to enhance medical care for road accident victims, the Indian government has announced the launch of a pilot programme that will provide cashless treatment to those in need. This initiative aims to establish a robust ecosystem for timely medical assistance, particularly during the crucial "golden hour" following an accident.

Key Features of the Pilot Programme
The pilot programme, initiated in Chandigarh under the aegis of the Ministry of Road Transport and Highways (MoRTH), offers the following key features:
- Cashless Treatment: Victims of road accidents are entitled to cashless treatment up to a maximum of Rs 1.5 lakh per accident per person.
- Treatment Duration: The cashless treatment facility is available for a maximum period of 7 days from the date of the accident.
- Reimbursement of Claims: Claims raised by hospitals for providing treatment will be reimbursed from the Motor Vehicle Accident Fund.
- Applicable Accidents: The pilot project covers all road accidents caused by the use of motor vehicles on any category of road.
- Implementing Agency: The National Health Authority (NHA) serves as the implementing agency for the pilot programme, collaborating with police, hospitals, State Health Agency (SHA), and other relevant stakeholders.
- IT Platform: The programme is implemented through an integrated IT platform that combines the functionalities of the e-Detailed Accident Report (eDAR) application of MoRTH and the Transaction Management System (TMS) of NHA.
Expansion Plans
Based on the outcomes of the pilot programme, the government will consider expanding the cashless treatment facility to the entire country, ensuring wider access to timely and quality medical care for road accident victims.
Road Accident Statistics
According to a recent report released by MoRTH, India witnessed a staggering 4,61,312 road accidents in 2022, resulting in the loss of 1,68,491 lives and injuries to 4,43,366 individuals. These alarming statistics underscore the urgent need for effective measures to address road safety and provide comprehensive medical support to accident victims.
Nationwide Implementation
Road Transport and Highways Secretary Anurag Jain emphasized that free and cashless medical treatment for accident-injured victims is a crucial component of the amended Motor Vehicle Act 2019 (MVA2019). While some states have already implemented this provision, the Ministry of Roads, in collaboration with the Ministry of Health and Family Welfare, is committed to ensuring its full implementation across the nation.
