The Centre has launched a digital e-bill system to process approximately Rs 2 lakh crore in fertilizer subsidies. This initiative aims to enhance transparency and efficiency in financial operations.
Union Fertilizers Minister Jagat Prakash Nadda has launched a new e-bill system to process fertilizer subsidies worth around Rs 2 lakh crore. This digital platform replaces manual, paper-based methods, removing the need for physical bill handling, according to an official statement. The online system aims to enhance governance by making it more transparent, efficient, and technology-driven, Nadda stated at the event.

Fertilizers Secretary Rajat Kumar Mishra described the launch as a significant step in updating the department's financial operations. This initiative is a result of collaboration between the Integrated Financial Management System (IFMS) of the Department of Fertilizers and the Public Financial Management System (PFMS) under the Controller General of Accounts (CGA), Ministry of Finance.
Enhanced Transparency and Accountability
CGA Santosh Kumar highlighted that this transformation greatly improves transparency and accountability. It creates a centralised, tamper-proof digital audit trail for all financial transactions, simplifying monitoring and audits. The system offers real-time oversight of expenditures and strengthens financial control by tracking and reporting all payments centrally.
Manoj Sethi, Joint Secretary in the Fertilizer Ministry, noted that the system allows for end-to-end digital bill processing. This will significantly speed up payment timelines, ensuring timely release of weekly fertilizer subsidy payments. The e-Bill platform enables fertilizer companies to submit claims online and track payment status in real time.
Streamlined Processes and Fraud Prevention
The new system enforces a standard electronic workflow, including first-in-first-out bill processing. This ensures consistency and compliance with financial rules. Additionally, it features robust built-in controls that validate payments against predefined criteria, log every action for audit purposes, and reduce fraud risk.
This initiative marks a major milestone in modernising financial operations within the department. By eliminating physical visits and manual follow-ups, it streamlines processes and enhances efficiency across the board.
The e-bill system represents a significant advancement in how government subsidies are managed. By leveraging technology, it not only improves efficiency but also ensures greater transparency and accountability in financial transactions.
