The Centre has commended Haryana's progress in modernising land records, suggesting potential funding for specific projects. This support aims to bolster initiatives like the Tatima Updation Project by Haryana Space Applications Centre (HARSAC), which focuses on detailed land parcel mapping. This is crucial for achieving transparent and accurate land records, according to an official release.

Union Secretary, Department of Land Resources, Manoj Joshi, visited Chandigarh to assess key programmes. These included the Digital India Land Records Modernization Programme (DILRMP), NAKSHA, the Inspector General of Registration (IGR) system, and Capital Incentive Schemes. The meeting highlighted Haryana's advancements in land governance.
Land Governance Initiatives
Sumita Misra, Haryana's Financial Commissioner Revenue and Disaster Management, emphasised the state's progress in transforming land governance. Initiatives like the Haryana Large Scale Mapping Project (HaLSMP) and Modern Revenue Record Rooms (MRRR) aim to protect vital land data from disruptions. These reforms are expected to enhance clarity and efficiency in land management systems.
The Survey of India (SoI) has completed drone surveys over 38,406.36 sq. km. Meanwhile, Drone Imaging and Information Service of Haryana Limited (DRIISHYA) surveyed 5,805.69 sq. km in restricted areas, completing 4,936.67 sq. km and transferring data to SoI for processing.
Preservation of Historical Records
Launched on December 25, 2019, the MRRR project aims to preserve centuries-old revenue records across Haryana's 22 districts. Documents like Jamabandis, Mutations, Parat Sarkar, Field Books, Mussavis, and Revenue Court Orders are being digitised and indexed for secure storage.
Approximately 39.80 crore pages have been scanned so far, with 39.57 crore pages uploaded to a central database accessible via the Web HALRIS portal. This effort ensures historical data is safeguarded against loss and made easily retrievable by the public.
Modern Infrastructure Enhancements
Each district now features a state-of-the-art record room with climate-controlled storage and advanced scanning equipment. A public-facing front desk is available for grievance redressal and document requests. The project has undergone three levels of verification to ensure accuracy.
These initiatives reflect Haryana's commitment to improving land governance through technological advancements and comprehensive data management strategies.
