Ayushman Bharat Delhi Expansion Includes 5.5 Lakh Widow and Disability Pensioner Families for Cashless Healthcare

Ayushman Bharat coverage in Delhi has been widened to include widow pensioners and disability pension beneficiaries, bringing an estimated 5.5 lakh additional families under the Pradhan Mantri Jan Arogya Yojana (PM-JAY). The move, cleared by the Delhi cabinet chaired by Chief Minister Rekha Gupta, promises cashless hospitalisation up to ₹5 lakh per family each year at empanelled hospitals across the country.

According to the government’s decision, around 3.97 lakh widows and 1.31 lakh persons with disabilities (Divyang) receiving state pensions in Delhi will now be eligible Ayushman beneficiaries along with their families. This expansion adds to the existing pool of low-income and frontline households already covered under the scheme, significantly deepening the capital’s social health protection net.

Delhi Ayushman expansion: Who is now eligible?

The new categories added include all beneficiaries of the Delhi widow pension scheme and the disability financial assistance programme who are on the state’s rolls. Their families will receive the same annual ₹5 lakh cashless cover for listed secondary and tertiary treatments as other PM-JAY beneficiaries. Officials say the step targets households facing both income vulnerability and chronic health risks.

These pensioners join groups already covered in Delhi under Ayushman Bharat, including Antyodaya Anna Yojana and Priority Household ration card holders, senior citizens above 70 years, ASHA workers, and Anganwadi workers and helpers. Together, they represent some of the city’s most economically and socially marginalised residents, for whom a single hospitalisation can trigger long-term indebtedness or treatment delays.

How Ayushman cards can be generated instantly

The State Health Agency has underlined that eligible beneficiaries do not need to visit government offices to activate coverage. People whose names figure in the Ayushman database can generate their Ayushman card themselves through the official Ayushman app or online beneficiary portal using a mobile number and Aadhaar-based authentication. Cards can also be printed at Common Service Centres and designated facilitation counters.

The self-service route allows pensioners or family members to download a digital Ayushman card within minutes, which hospitals accept as proof of eligibility. Once generated, the card can be used at any empanelled hospital nationwide for cashless treatment under approved packages. Officials stress that card generation is a critical first step and are planning outreach drives to help new categories complete this process quickly.

Hospitals empanelled under Ayushman Bharat in Delhi

Delhi currently has a network of 208 Ayushman-empanelled hospitals, including 156 private and 52–53 government facilities, according to recent state data. These hospitals offer a wide range of approved packages covering surgeries, intensive care, diagnostics, medications, implants, and post-operative care for up to fifteen days after discharge. More than 29,000 patients in the capital have already availed treatment under PM-JAY.

Chief Minister Rekha Gupta described the cabinet decision as “a meaningful change in the lives of lakhs of vulnerable families in Delhi,” reiterating that no poor or needy citizen should be denied treatment for financial reasons. She said the government’s objective is that “no eligible citizen should be deprived of quality and affordable healthcare services” under Ayushman Bharat.

Delhi’s State Health Agency also handles enrolment support and grievance redressal, including complaints related to hospital denial of cashless treatment, package overcharging, or delays in admission.

Health officials expect claims from Delhi to rise as pensioner families begin using their cards at empanelled hospitals within and outside the state. For many widows and persons with disabilities living on fixed assistance, the expanded Ayushman cover could mean earlier diagnosis, uninterrupted treatment and fewer catastrophic expenses, marking a tangible shift from out-of-pocket spending to prepaid, publicly financed care.
