Tamil Nadu joins the list of states implementing a monitoring authority for direct selling entities, providing a grievance redressal mechanism for consumers and ensuring adherence to industry regulations.
Tamil Nadu is among eight states in India that will establish a monitoring authority for direct selling entities, according to an industry official on Thursday. This monitoring authority will also serve as a redressal forum to address consumer complaints, empowered with stringent provisions to ensure consumer protection.

Understanding Direct Selling
Direct selling involves businesses where individuals, known as micro-entrepreneurs, purchase products directly from a parent organization, such as Tupperware, and sell them directly to customers without intermediaries. Tamil Nadu holds the position of the second-largest direct selling market in the southern region, following Karnataka. It provides employment opportunities for over 1.9 lakh micro-entrepreneurs, as stated by Indian Direct Selling Association Chairman Vivek Katoch.
Tamil Nadu's Significance in Direct Selling
Tamil Nadu is considered a key and priority market for the direct selling industry in the southern region. The industry's growth figures indicate that the state is poised for significant expansion, reflecting the dedication and hard work of direct sellers in the region. The Ministry of Consumer Affairs, through the Consumer Protection Direct Selling Rules 2021, has introduced clarity in the operations of direct selling entities to safeguard consumer interests.
Progress in Establishing Monitoring Committees
So far, eight states, including Tamil Nadu, have established monitoring committees in compliance with the provisions of the rules. Other states are also taking steps to follow suit. The direct selling industry, as per Katoch, contributes approximately 2.7 percent to the overall national sales, which amounted to Rs 19,000 crore in 2021-22.
Tamil Nadu's Supportive Environment
Tamil Nadu Civil Supplies and Consumer Protection department Principal Secretary Har Sahay Meena highlighted the state's efforts in creating a conducive environment for the direct selling industry. This move aims to foster growth and ensure consumer protection within the sector.
