Haryana Chief Minister Nayab Singh Saini announced that the Quality Assurance Authority has developed standard operating methods and procedures (SOMPs) to ensure reliable infrastructure in the state. He described these SOMPs as a vision for building quality infrastructure, services, and governance. The announcement was made during the Quality Assurance Conclave in Panchkula, where Saini also launched the Authority's website.

The Haryana Quality Assurance Authority, established two years ago, is India's first state-level institution focused solely on infrastructure quality. Saini praised its rapid progress and noted that other states and central institutions are studying its model. He expressed optimism that this model could soon become a national network for quality assurance.
Focus on Infrastructure Quality
Saini emphasised that poorly executed construction is more detrimental than none at all. The government has thus prioritised quality, with SOMPs serving as standards for government departments, engineers, contractors, and policymakers. The aim is for all construction projects and policies in Haryana to meet international standards.
The conclave's theme, "Strong, Sustainable, and Reliable Infrastructure," highlights the government's commitment to both development speed and quality. Saini stated that the Quality Assurance Authority ensures quality across sectors like roads, bridges, buildings, irrigation, water, sewage, and energy.
Capacity Building and Research Initiatives
Beyond ensuring quality, the Authority focuses on capacity-building through training engineers, regional workshops, and digital manuals. A research and development centre will be established to promote best practices tailored to Indian construction needs.
Saini congratulated the Haryana Quality Assurance Authority for its exemplary work within a short period. He reiterated that this institution is a multi-dimensional body guaranteeing quality construction across all departments.
The Chief Minister highlighted that the Authority's efforts align with the government's broader vision of sustainable development. By adhering to these standards, Haryana aims to set a benchmark for infrastructure quality nationwide.
