The Income Tax Department has clarified that current Permanent Account Number (PAN) card holders do not need to apply for a new card under the PAN 2.0 system. This system aims to introduce a unified identifier for business activities. The Cabinet Committee on Economic Affairs, led by Prime Minister Narendra Modi, approved the Rs 1,435-crore PAN 2.0 Project to modernise PAN and TAN management.

The project focuses on improving taxpayer registration services through advanced technology. It will merge Tax Deduction and Collection Account Number (TAN) services with PAN services. The Central Board of Direct Taxes (CBDT) stated that the project will enhance service quality by consolidating multiple platforms and portals.
Integration of Services
PAN 2.0 will integrate various platforms into a single portal, streamlining services related to PAN and TAN. Currently, these services are spread across three portals: e-filing Portal, UTIITSL Portal, and Protean e-Gov Portal. The new unified portal will offer end-to-end services like allotment, updates, corrections, and Aadhaar-PAN linking.
The CBDT explained that existing PAN cards remain valid unless holders wish to update or correct their details. The QR code feature, introduced in 2017-18, will continue with enhancements in the new system. This dynamic QR code displays the latest data from the PAN database.
Cost-Free Updates
Under PAN 2.0, updating or correcting PAN details such as email or address will be free once the project launches next year. Until then, holders can use Aadhaar-based online facilities for updates. The project also aims to reduce duplicate PAN instances by improving identification processes.
For those needing a physical PAN card, a fee of Rs 50 applies domestically. International delivery incurs additional charges based on India Post rates. An e-PAN will be sent to the registered email at no cost.
Technological Advancements
PAN 2.0 will leverage technology for paperless processes and provide online validation services for user agencies like banks and government departments. This initiative aligns with the Union Budget 2023 announcement that PAN will serve as a common identifier for digital systems in specified government agencies.
The project addresses the needs of taxpayers by consolidating existing databases of 78 crore PANs and 73.28 lakh TANs. It aims to make the process more user-friendly and efficient while maintaining security and accuracy in taxpayer information management.
