Finance Minister Nirmala Sitharaman urged tax officers to use straightforward language in income tax communications to prevent causing fear among taxpayers. She advised against disproportionate actions and recommended using enforcement measures only as a last resort. Sitharaman emphasised the importance of tax officers exercising their power judiciously.

Encouraging Simplicity and Clarity
Sitharaman highlighted that tax notices should be simple and devoid of technical jargon, making them easy for the average taxpayer to understand. She stressed that the reasons for sending tax notices should be clearly explained. This was stated during the 165th Income Tax Day celebration.
The minister noted that the tax department's role is not to instil fear but to collect what is legitimately due in a fair and friendly manner. She encouraged voluntary compliance from taxpayers. "You're rightly vested with adequate powers to perform your duties. But you should be conscious of using those powers judiciously, and it must not come at the cost of fairness and integrity," Sitharaman said.
Improving Refund Processes
Sitharaman also pointed out that there is room for improvement in issuing refunds more quickly. She asked tax officers to avoid heavy-handed methods when dealing with taxpayers, urging them to trust the assessees. The minister suggested that advertisements should encourage voluntary filing of income tax returns without creating fear.
The minister clarified that advocating for a friendlier and more transparent tax department does not imply that tax officers have been unfair in the past. She proposed exploring ways to issue simple and easy-to-understand notices, explaining the reasons behind actions taken and why notices are being sent.
Sitharaman assured her support for the tax department, stating that tax officers should continue performing their sovereign duties responsibly.
