Haryana Chief Minister Nayab Singh Saini announced that the Goods and Services Tax (GST) rationalisation, effective from Monday, marks a major milestone in India's economic reforms. These changes aim to ease the burden on traders, simplify consumer transactions, enhance business operations, and increase transparency in commerce. Saini emphasised the importance of these reforms for all societal segments.

The GST Council's decision to lower tax rates on goods and services took effect on September 22, coinciding with the start of Navaratri. This move is expected to make a wide range of products more affordable. The new GST structure introduces two main tax tiers: 5% and 18%, with a 40% rate for ultra-luxury items. Tobacco products remain taxed at 28% plus cess.
GST Awareness Campaign
To ensure widespread understanding of these reforms, a special GST awareness campaign will run from September 22 to October 15. The Excise and Taxation Department has crafted an extensive plan to inform both the public and traders about the benefits and significance of these GST changes. The campaign's first phase will last until September 29.
During this period, key figures including the Chief Minister, state cabinet members, MLAs, and urban local body representatives will engage in outreach efforts. They will visit markets daily to interact with shopkeepers and customers, explaining the advantages of the reforms. Citizens will also be encouraged to support Indian-made products.
Involvement of Business Community
Saini highlighted that officials from chambers of commerce and market associations will participate to ensure businesses benefit directly from the GST reductions. Social media platforms will also be utilised to spread awareness about these reforms throughout Haryana.
The campaign aims not only to educate people about tax changes but also to promote Indian-made products, reinforcing the swadeshi spirit. Saini expressed confidence that this initiative will empower Haryana's business environment by raising awareness among traders and consumers alike.
Impact on Consumer Goods
From kitchen essentials like ghee, paneer, butter, namkeen, ketchup, jam, dry fruits, coffee, and ice creams to aspirational goods such as TVs, air conditioners, and washing machines, many items will become more affordable due to reduced GST rates on approximately 375 items.
Currently, GST is applied in four slabs: 5%, 12%, 18%, and 28%. Additionally, a compensation cess is imposed on luxury items and demerit goods. The new structure simplifies this system while maintaining necessary levies on certain products.
This comprehensive approach aims to boost economic activity by making essential goods cheaper while maintaining revenue from luxury items. The campaign's success depends on effectively communicating these benefits to all stakeholders involved.
