Haryana Chief Minister Nayab Singh Saini has launched a mobile app and online services for the excise department, enhancing transparency and efficiency. The app allows citizens to report GST-related issues confidentially, while online services streamline permissions for ethanol and alcohol.
Haryana Chief Minister Nayab Singh Saini has introduced a mobile app and online services for the excise and taxation department. This initiative aims to make departmental processes more technology-driven, ensuring timely service delivery and enhancing revenue management. The Kar Hiteshi mobile application, developed by the department, was inaugurated by Saini.

The app allows citizens to report GST-related issues confidentially. Users can upload photos, videos, or documents to highlight problems like fake billing, wrongful input tax credit, unregistered businesses, non-issuance of bills, or hidden transactions. An official statement confirmed that the informer's identity remains undisclosed to field officers.
Online Services for Excise Management
Saini also launched six online excise services. These services cater to permissions related to ethanol, extra neutral alcohol (ENA), and denatured spirit. Business entities can apply online for import and export permissions for these substances. They can also track their application status and download digitally signed permission letters.
The Chief Minister emphasised the need to bring other excise services online soon. This includes brand label registration and the licensing module. The goal is to make all departmental processes fully technology-based.
GST Administration Transparency
Saini stated that this initiative will encourage voluntary reporting and enhance transparency in GST administration. Officers will investigate and take necessary actions based on the information received through the app.
During a review of the excise and taxation department's functioning, it was revealed that Haryana has achieved a 21% growth in net SGST collection at the national level. This is significantly higher than the national average of 6%.
Revenue Performance Insights
In November 2025, Haryana's net SGST collection reached Rs 3,835 crore, marking a 17% increase from November last year. The total GST collection till November in the current financial year stands at Rs 83,606 crore, which is 7% higher than last year and surpasses the national average of 5.8%.
This improved revenue performance has elevated Haryana's ranking to fourth position nationally. Officers noted that the state has 6,03,389 GST-registered taxpayers with an annual growth rate of 6.11% between 2018 and 2025.
The Chief Minister also reviewed value-added tax (VAT) and central sales tax during his assessment of the department's operations.
