Haryana Chief Minister Nayab Singh Saini said project expansions will be executed through separate tenders to address cost increases and budget escalation. He noted that scope changes mid-implementation often raise costs and create administrative complications. Directions have been issued to all departments. The statement came during Question Hour in the Haryana Vidhan Sabha budget session.
Haryana Chief Minister Nayab Singh Saini said ongoing projects in the state will not get added work through the same tender. Any required expansion will be issued as a separate tender. The change aims to control rising costs and budget overruns. Saini said expansions often get added after work starts, which creates delays and financial pressure.

Saini said the government has seen projects change scope midway. Such repeated changes during execution create complications and raise costs. Under the new approach, a project already tendered will not absorb extra work later. Fresh tenders will be floated for additional items. Saini said officers across departments have already received directions.
Haryana Vidhan Sabha tender process for ongoing projects
Saini made the statement while answering a question during Question Hour. The reply came in the Haryana Vidhan Sabha on Thursday. The House is in its ongoing budget session. Saini linked the decision to handling cost enhancement and budget escalation. The revised tender process is meant to reduce expansion-related challenges.
Haryana Sports University infrastructure proposal and budget approval
Minister of State for Sports, Gaurav Gautam said a proposal is under consideration at Haryana Sports University. The university is in the Rai Assembly constituency of Sonipat district. Gautam said the state has approved Rs 491.20 crore for infrastructure development. Rs 371.20 crore is for buildings, and Rs 120 crore is for sports infrastructure.
Haryana road development and repair works for connectivity
Public Works Buildings and Roads Minister, Ranbir Gangwa told the Assembly road works are being sped up. Gangwa said development and repair efforts are meant to strengthen connectivity across Haryana. Better and wider roads should ease traffic movement. Gangwa added that smoother travel can support regional development and economic activities.
Property ID mandatory in Haryana urban areas under Parivar Pehchan Patra
Social Justice and Empowerment Minister Krishan Kumar Bedi said Property ID is mandatory in urban areas from July 2024. The aim is address verification and authentication for applicant families. Bedi said tenants or people without property can choose the relevant option in Parivar Pehchan Patra family id. Bedi said residents may enter the Property ID of the premises.
Traditional village ponds cleaning and repair in Haryana
Minister Krishan Lal Panwar said work is continuing on traditional village ponds across the state. Panwar said the focus is on cleaning, repair, and rejuvenation. The effort also covers conservation and beautification of these water bodies. Panwar said this supports water conservation, environmental balance, and water availability in rural areas.
Direct Seeded Rice DSR incentive for Haryana farmers in Kharif 2024
Agriculture and Farmers Welfare Minister Shyam Singh Rana said Haryana has a scheme for Direct Seeded Rice DSR. Farmers adopting the method for paddy in Kharif 2024 get Rs 4,000 per acre. Rana said 27,378 farmers were found eligible, covering 1,56,891 acres. Rana said 18,007 farmers covering 1,09,245 acres got Rs. 40.36 crore.
Urban development licences and HSVP sectors in Haryana
Urban Local Bodies Minister Vipul Goel said steps are ongoing for faster urban development. Goel also referred to planned residential growth across the state. Goel said between 2016 and 2026, Town and Country Planning issued 760 licences under Deen Dayal Upadhyaya Yojana. The licences covered 7,618.9 acres, Goel said.
Goel said Haryana Shahari Vikas Pradhikaran HSVP developed 56 new sectors between 2014 and 2026. The sectors covered a total area of 5,529.20 acres across the state. Goel said the government wants residential development scheme benefits to reach every section of society. The Assembly replies covered project tenders, infrastructure, roads, verification rules, ponds, farming incentives, and housing growth.
