The Income Tax Department of India has recently clarified its position regarding the verification of House Rent Allowance (HRA) claims by salaried employees for the fiscal year 2020-21. Amidst circulating reports suggesting a special drive to scrutinize HRA claims, the Central Board of Direct Taxes (CBDT) has refuted such claims, stating that only a limited number of high-value cases have undergone data analysis to identify discrepancies between the rent paid by employees and the rent receipts provided by landlords.

According to the CBDT, this exercise was not a widespread campaign to reopen numerous cases but rather a focused effort to verify information in specific instances where significant mismatches were detected. This verification process was conducted without reopening the majority of cases, particularly because taxpayers had the opportunity to file an Updated Return for FY 2020-21AY 2021-22 until March 31, 2024.
The primary goal of this e-verification initiative was to pinpoint and alert taxpayers about mismatches in rent-related information for the fiscal year 2021 only, without impacting other filings. The CBDT highlighted that this action stemmed from routine data verification exercises that occasionally reveal inconsistencies between taxpayer declarations and information available to the Income Tax Department.
When discrepancies were identified, the department promptly notified affected taxpayers, allowing them to rectify their filings accordingly. HRA is a significant component of many salaried individuals' income, forming part of their Cost to Company (CTC) and factoring into their taxable income calculations. Employees residing in rented accommodations can claim tax exemptions on their HRA by submitting valid rent receipts. However, it's important to note that such exemptions are not applicable under the new tax regime, which does not permit such deductions.
This clarification from the CBDT comes as a reassurance to taxpayers, emphasizing that the department's approach is aimed at ensuring compliance and accuracy in tax filings without causing undue concern or inconvenience to the vast majority of honest taxpayers.
