Kerala and Karnataka bagged the "Top Performer" honour for developing a strong start-up ecosystem for the second consecutive year in the States' Startup Ranking 2019, announced by the central government, recognising the state as leaders across all pillars of the startup ecosystem.
Unlike last year, where four states were adjudged as the top performers, only Kerala and Karnataka have been selected this year, a press release said.

The "Best Performer" was Gujarat among states and Andaman and the Nicobar Islands among Union Territories.
The "Emerging Startup Ecosystems" title was given to Chattisgarh, Uttar Pradesh, Tamil Nadu, Sikkim, Nagaland, Mizoram, Madhya Pradesh and Assam. Maharashtra, Bihar, Odisha, Rajasthan and Chandigarh were named "Leaders" while Punjab, Telangana, Uttarakhand, Jharkhand and Haryana bagged the "Aspiring Leaders" title.
The ranking was declared in the presence of railways and commerce minister, Piyush Goyal, minister of state (Independent Charge) for civil aviation, housing and urban affairs, Hardeep Singh Puri and minister of state for commerce and industry Som Parkash.
The States' Startup Ranking Framework 2019, prepared by the Department for Promotion of Industry and Internal Trade (DPIIT) of the Ministry of Commerce and Industry, was done across seven specific dimensions: Institutional Support, Easing Compliances, Relaxation in Public Procurement norms, Incubation Support, Seed Funding Support, Venture Funding Support, and Awareness and Outreach.
