Prime Minister Narendra Modi stated on Thursday that the 'Make in India' initiative could drive global growth and democratise the world economy. He emphasised the need for multiple, reliable, and resilient supply chains. External Affairs Minister S Jaishankar, attending the SCO Summit in Astana, delivered Modi's remarks at the extended format meeting of the Shanghai Cooperation Organisation (SCO) Council of Heads of State in Kazakhstan.

Modi highlighted India's significant contributions to the SCO's economic agenda through institutionalised mechanisms like the SCO Startup Forum and Special Working Group on Startup and Innovation. "With 130,000 startups in India, including 100 unicorns, our experience can be useful to others," a Ministry of External Affairs statement cited Modi as saying.
Focus on Technology and Digital Infrastructure
The prime minister noted that technology is a game changer for development and security. He stressed the need for trust and transparency in the digital era, mentioning that AI and cybersecurity present their own critical issues. "The digital era needs more trust and transparency. AI and Cyber security raise crucial issues of their own," he said.
India has demonstrated that digital public infrastructure and financial inclusion can significantly impact society. These topics were discussed during India's SCO Presidency, expanding opportunities for international cooperation among SCO members and partners.
Medical Tourism and Traditional Medicine
Modi mentioned the World Health Organisation's Global Centre for Traditional Medicine in Gujarat as an example of India's initiatives in medical and wellness tourism. He also highlighted India's proposal for a new SCO Working Group on Traditional Medicine.
In terms of education, training, and capacity-building, Modi reiterated India's commitment to enhancing these areas through international cooperation. "Enhancing education, training, and capacity-building are key pillars of India’s international cooperation," he said.
Regional Connectivity and Trade
Discussing regional connectivity, Modi pointed out recent progress on Chabahar port through a long-term agreement between India and Iran. This development benefits landlocked Central Asian states and reduces risks in commerce between India and Eurasia.
India signed a 10-year contract with Iran in May to operate a terminal at Chabahar port. This strategic move is expected to boost regional connectivity and trade ties, marking India's first management of an overseas port.
Afghanistan Relations
Modi also touched upon India's historical relationship with Afghanistan, which forms the foundation of their bilateral ties. He mentioned India's cooperation with Afghanistan in development projects, humanitarian assistance, capacity building, and sports. "India remains sensitive to the needs and aspirations of the Afghan people," Modi said.
The prime minister addressed the importance of granting English the status of a third official language within SCO. This step is crucial as more countries seek association with SCO as Observers or Dialogue Partners.
Sovereignty and Trade Rights
Modi stressed that creating new connectivity linkages requires joint efforts while respecting state sovereignty and territorial integrity. He emphasised non-discriminatory trade and transit rights for neighbours. "It must also be respectful of the sovereignty and territorial integrity of states," he said.
China has invested billions in Pakistan through the USD 65 billion China-Pakistan Economic Corridor (CPEC) project, which India opposes as it passes through Pakistan-occupied Kashmir (PoK).
Congratulating Kazakhstan for hosting a successful summit, Modi expressed India's commitment to deepening cooperation with all its partners as a Vishwa Bandhu or friend of the world. He also extended best wishes for the success of China's upcoming presidency of SCO.
India joined SCO in June 2017 during a summit held in Kazakhstan.
