Regulatory Unpredictability Threatens India's Mobile Manufacturing Boom: ICEA Chairman

In a significant development for India's mobile phone industry, the value of mobile phone manufacturing has seen a remarkable surge, reaching Rs 4.1 lakh crore over the past decade, thanks to the government's policy initiatives. This was highlighted by Pankaj Mohindroo, Chairman of the India Cellular and Electronics Association (ICEA), during an outreach programme attended by Union Minister Hardeep Singh Puri and Minister of State for Electronics and IT Rajeev Chandrasekhar.

Mohindroo emphasized the industry's achievement and pointed out that the future growth in this sector is expected to be driven by exports. He underscored the importance of nurturing domestic champions within the sector to align with the government's Atmanirbhar Bharat (self-reliant India) plan. However, he also voiced concerns over unpredictability in the ease of doing business, attributed to certain actions by enforcement agencies, which he believes need to be addressed to foster an environment of trust between these agencies and the industry.

The backdrop to these discussions includes recent legal challenges faced by industry players. Notably, the Enforcement Directorate (ED) has filed a case against Hari Om Rai, former managing director of Lava, in an alleged Rs 62,000 crore money laundering case involving Chinese smartphone maker Vivo. Additionally, there was an arrest made at AIIMS for impersonation related to this case, leading to judicial actions that have seen Rai sent to Tihar jail under judicial custody.

Despite these challenges, the mobile phone manufacturing sector has witnessed exponential growth. From a production value of Rs 18,900 crore in 2014-15, it is estimated to reach Rs 4,10,000 crore in FY24. This 2000 percent increase over a decade has been significantly bolstered by government policies such as the Production Linked Incentive (PLI) scheme, attracting global players and boosting local production.

Moreover, ICEA reports a staggering 7,500 percent increase in mobile phone industry exports over the last decade. This growth trajectory underscores India's evolving stature as a global manufacturing hub, driven by policy support and investment inflows. Members of ICEA include major industry players like Apple, Foxconn, and Dixon Technologies, indicating the broad base of companies contributing to this success.

On his part, Minister Rajeev Chandrasekhar refrained from commenting on ongoing legal matters but acknowledged the industry's request for simplifying processes. He reiterated the Prime Minister's commitment to making India's manufacturing economy more export-oriented and streamlined.

This narrative not only highlights the impressive growth of India's mobile phone manufacturing sector but also points towards the challenges and opportunities that lie ahead. As India continues to navigate these complexities, the focus remains on strengthening domestic capabilities and enhancing global competitiveness.
