Jammu and Kashmir have crafted a Resource Adequacy (RA) plan extending to 2035, aiming for self-sufficiency in energy. This initiative, developed in collaboration with the central government, was highlighted by Chief Minister Omar Abdullah. He confirmed plans to provide 200 units of free electricity to consumers, aligning with the party's manifesto.

"As a major step towards self-reliance, J&K, in consultation with the Government of India, has developed a RA Plan till 2035. This plan outlines the steps needed to increase generation capacity, both through the development of local generating stations and by securing power from external sources," Abdullah said.
Power Generation Initiatives
Jammu and Kashmir Power Development Corporation (JKSPDC) is focusing on hydroelectric power projects to ensure continuous electricity supply. In partnership with NHPC, JKSPDC has formed joint ventures like Chenab Valley Power Projects Private Limited (CVPPL) and Ratle Hydroelectric Power Corporation Limited (RHPCL) to implement new projects. These include Pakal Dul HEP (1000 MW), Kiru HEP (624 MW), Kwar HEP (540 MW), and Ratle HEP (850 MW) on the Chenab River at Kishtwar.
These projects are expected to add a total capacity of 3014 MW by 2027. Additionally, JKSPDC is working on Parnai HEP (37.5 MW) in Poonch district and Karnah HEP (12 MW) in Kupwara district. "This brings the total capacity addition to 3063 MW by 2027-28. Moreover, the 48 MW Lower Kalnai HEP in Kishtwar and the 93 MW New Ganderbal HEP in Ganderbal have already been tendered," he said.
Diversifying Energy Sources
To achieve energy independence, a balanced mix of power sources is crucial. This includes thermal and nuclear power, along with renewable energy options. Abdullah emphasized that securing power from external generators outside J&K is vital. "Renewable energy sources are also being prioritized as a viable option to meet growing demand and fulfil our international climate change commitments," he said.
Jammu and Kashmir have signed Power Purchase Agreements for 393 MW of thermal power from six generators as part of this strategy. "Moving forward, we will continue to implement measures in line with the RA plan to ensure energy security and create a surplus power supply year-round by securing power from diverse generators at affordable prices," he said.
Future Projects
Several mega projects are planned for future development: Kirthai-I (390 MW), Dulhasti-II (258 MW), Bursar (800 MW), Sawalkote (1856 MW), Uri-I Stage-II (240 MW), Ujh (89 MW), and Kirthai-II (930 MW). Although these projects will significantly boost generation capacity upon completion, hydro plants typically generate less power during winter months.
The chief minister mentioned that steps for providing 200 units of free electricity would be detailed during the demand for grants for the sector. This initiative aligns with efforts to make Jammu and Kashmir self-reliant in power generation while ensuring uninterrupted electricity for consumers.
The comprehensive RA plan aims to secure a stable energy future for Jammu and Kashmir through strategic partnerships and diverse energy sources. By prioritizing both local generation and external procurement, the region seeks to meet its growing energy needs efficiently.
