The NITI Aayog report outlines strategies to enhance post-apprenticeship benefits and upgrade industry-aligned ITIs, aiming to strengthen India's apprenticeship system and skilling initiatives.
A recent report by NITI Aayog suggests enhancing post-apprenticeship benefits and speeding up the adoption of industry-aligned ITIs. Titled "Revitalizing Apprenticeship Ecosystem: Insights, Challenges, Recommendations and Best Practices," the report analyses India's apprenticeship landscape. It offers insights, identifies challenges, and provides actionable recommendations to strengthen the apprenticeship system as a key part of India's skilling and employment strategy.

The report outlines 20 action-oriented recommendations with an accompanying action plan. Each recommendation is assigned implementation responsibilities and measurable performance metrics. At the policy level, it suggests a unified NAM–NAP mission framework, consolidating apprenticeship portals, ensuring seamless mobility between education and skilling pathways, and aligning with the National Credit Framework (NCrF) and NEP 2020.
Focus on Governance and Structure
In terms of structure and governance, the report proposes an Apprenticeship Engagement Index to benchmark performance. It also recommends standardising training and assessment protocols, strengthening post-apprenticeship benefits, and accelerating the adoption of Industry 4.0 aligned ITIs. The role of District Skill Committees as nodal implementation anchors is emphasised, along with targeting high-potential but low-performing special districts to improve outcomes.
The report was unveiled by Arvind Virmani, Member of NITI Aayog, and B V R Subrahmanyam, CEO of NITI Aayog. Virmani highlighted the importance of the apprenticeship ecosystem in developing a skilled, productive workforce ready for the future. He stressed that as India progresses towards Viksit Bharat, skilling initiatives must evolve in scale and quality to meet youth aspirations and economic needs.
Aligning with Global Best Practices
Subrahmanyam pointed out that revitalising apprenticeships is crucial for boosting employability and driving productivity and innovation in businesses. He stated that the report's findings offer a robust framework to align India's apprenticeship initiatives with global best practices. This alignment ensures that both industry and youth benefit from a dynamic, inclusive, and high-quality apprenticeship system.
The report also highlights the need for formal alignment with the National Education Policy 2020. It calls for seamless mobility between education and skilling pathways to enhance the apprenticeship system's effectiveness. By implementing these recommendations, India aims to create a more skilled workforce that meets both current and future economic demands.
Overall, this comprehensive analysis by NITI Aayog sets a clear path for improving India's apprenticeship ecosystem. By focusing on policy reforms, governance improvements, and global alignment, it seeks to enhance skilling initiatives across the nation.
