Telecom operators recently voiced their concerns to Union Minister Jyotiraditya Scindia about the exclusion of messaging and calling apps like WhatsApp and Telegram from new licensing recommendations by Trai. They also discussed issues related to adjusted gross revenue payments. The meeting aimed at improving customer satisfaction, streamlining processes, and enhancing service quality for better connectivity and affordability.

Telecom Operators' Concerns
The meeting included key figures such as Reliance Jio Chairman Akash Ambani, Vodafone Idea CEO Akshaya Moondra, Bharti Airtel MD and CEO Gopal Vittal, and BSNL Chairman Robert J Ravi. All telecom operators expressed their dissatisfaction with Trai's decision to exclude over-the-top (OTT) apps from its Service Authorisation recommendations. Vodafone Idea and Bharti Airtel specifically highlighted concerns regarding adjusted gross revenue.
Telecom operators have long advocated for OTT apps to be included under telecom licences, arguing that these apps provide similar calling and messaging services. However, Trai did not incorporate this demand into its recommendations under the Telecommunications Act 2023. Vodafone Idea expressed worries about the impact of adjusted gross revenue issues on the sector's health, a concern echoed by Bharti Airtel.
Financial Liabilities and Legal Challenges
Vodafone Idea faces an adjusted gross revenue liability of Rs 70,320 crore, while Bharti Airtel's liability stands at approximately Rs 21,500 crore. Recently, the Supreme Court dismissed Vodafone Idea's curative petition due to non-compliance with petition criteria. This legal setback adds to the financial challenges faced by the telecom sector.
During the meeting, Scindia also addressed the issue of pesky calls and SMS. Telecom operators raised concerns about unsolicited commercial calls, which have been noted by the Department of Telecommunications (DoT). This issue remains a significant challenge for both operators and consumers.
Engagement with Equipment Manufacturers
Following discussions with telecom operators, Scindia met with telecom equipment manufacturers such as Dixon Technologies, Nokia, Ericsson, Sterlite Technologies, and VVDN. These meetings aimed to foster collaboration and address industry challenges collectively. The focus was on ensuring that equipment manufacturers align with the evolving needs of the telecom sector.
The discussions underscored the importance of addressing regulatory challenges and financial liabilities in the telecom industry. By engaging with both operators and equipment manufacturers, Scindia aims to create a more cohesive approach to tackling these issues. The goal is to enhance service quality while ensuring affordability for consumers across India.
