The draft Telecommunications Bill, released earlier in 2023, proposed several key changes, including:
- Bringing OTT players under the definition of telecommunications to enhance user safety.
- Curbing the powers of the Telecom Regulatory Authority of India (TRAI), addressing concerns raised by industry players.
- Easing certain rules, such as refund of fees for licenses and registrations in case a company surrenders its permit.
- Empowering the government to waive off entry fees, license fees, penalties, etc., in the interest of consumers, market competition, network availability, and national security.
Cabinet Approval and Presidential Notification
The Telecommunications Bill 2023 was approved by the Union Cabinet in August 2023. Following this, the President of India was informed about the bill, paving the way for its introduction in the Lok Sabha.
