Tiriyani Kumuram Bheem in Telangana has claimed the top spot in the inaugural delta ranking of the aspirational blocks programme (ABP) conducted by Niti Aayog. The ranking is determined based on performance and progress in key performance indicators (KPIs).

Tiriyani Kumuram Bheem in Telangana has secured the top position in the first delta ranking of the aspirational blocks programme (ABP) conducted by government think tank Niti Aayog in June 2023. The second position was achieved by Kaushambi block of Kaushambi District, Uttar Pradesh, as per a statement released by the Aayog.
Ranking Based on Key Performance Indicators
The ranking of the blocks has been determined based on their performance and progress in achieving the key performance indicators (KPIs) set for June 2023. This KPI-based ranking serves as a core strategy of the programme, fostering a spirit of competitive and cooperative federalism. Notably, this is the first time that the ranking of blocks has been calculated as part of the aspirational blocks programme.
Aspirational District Programme Rankings
In addition to the ABP rankings, the statement also announced the rankings for the aspirational district programme (ADP) for October 2023. Rayagada in Odisha and Jamui in Bihar secured the first and second positions, respectively, in the ADP rankings.
About the Aspirational Blocks Programme
The ABP was launched on January 7, 2023, with the aim of enhancing governance and improving the quality of life for citizens in the most challenging and relatively underdeveloped blocks of India. Approximately 500 blocks from 329 districts across 27 states and 4 Union Territories are part of this programme.
Programme Strategy and Key Performance Indicators
The programme strategy revolves around the convergence of existing schemes, defining specific outcomes, and continuously monitoring their progress. In collaboration with various stakeholders, 40 key performance indicators (KPIs) were identified to measure the progress of the blocks. These KPIs are grouped into five themes, and the first delta rank has been calculated based on the improvements made during the first quarter.
The ranking of blocks under the aspirational blocks programme and the aspirational district programme serves as a valuable tool to assess the progress made in improving governance and enhancing the quality of life in underdeveloped regions of India. By identifying areas of strength and opportunities for improvement, these rankings encourage healthy competition and collaboration among states and districts, ultimately contributing to the overall development of the nation.
