In a recent clarification, the Telecom Regulatory Authority of India (Trai) has categorically denied reports suggesting that it plans to introduce charges for customers holding multiple SIM cards. This statement comes in response to widespread speculation and misinformation regarding Trai's intentions towards the management and allocation of telecommunication identifiers (TI) resources. The telecom department, which is the primary authority on telecommunication identifiers, had reached out to Trai in September 2022, requesting recommendations for a revised National Numbering Plan (NNP) aimed at the efficient and judicious use of numbering resources across India.

Trai's initiative to revise the NNP is focused on evaluating the current factors affecting the allocation and utilization of TI resources. The goal is to propose amendments that would improve policies and procedures related to the allocation and use of these resources, ensuring there is enough reserve for both present and future needs. Contrary to the rumors, Trai has made it clear that imposing charges on customers for holding multiple SIMs or numbering resources is not on their agenda. Such assertions have been dismissed as baseless by the regulatory body, emphasizing that they only contribute to public confusion.
The process adopted by Trai in revising the NNP is rooted in principles of transparency and inclusivity. It involves publishing consultation papers, inviting comments from stakeholders, analyzing international best practices, and facilitating open house discussions. These steps are taken openly to ensure that the final recommendations made to the Department of Telecommunications (DoT) are well-considered and based on thorough analysis and logical conclusions derived from the consultation activities. Trai's efforts are aimed at refining the allocation policies and utilization procedures for TI resources, with no intention to levy additional charges on consumers for holding multiple SIMs.
This clarification from Trai seeks to dispel any misconceptions surrounding its consultation process and objectives regarding the National Numbering Plan. By setting the record straight, Trai reaffirms its commitment to managing India's numbering resources efficiently while keeping the public well-informed about its regulatory actions and decisions.
