The Telecom Regulatory Authority of India (Trai) is prioritising satellite spectrum pricing before addressing regulations for over-the-top (OTT) applications like WhatsApp, Telegram, and Google Meet. Trai Chairman AK Lahoti announced that a consultation paper on satellite spectrum pricing will be released soon. The OTT regulation discussion is separate from this initiative.

Telecom operators have raised concerns about Trai's recent recommendation for a new regime. This regime suggests allowing telecom services through single authorisation instead of the previous licensing system. Lahoti clarified that Trai has only recommended the framework under the Telecommunications Act 2023 to facilitate service provisioning.
Simplified Service Authorisation Framework
Trai Principal Advisor SB Singh explained that the new framework simplifies service provisioning rules, reducing costs. Unlike the old regime, service providers now need only one authorisation, with compliance limited to their specific services. This change aims to streamline operations for telecom companies.
On September 18, Trai recommended three main categories for telecommunication service authorisations: main, auxiliary, and captive service authorisations. The Unified Service Authorisation was introduced to support the "One Nation - One Authorisation" goal across various services and regions.
Voluntary Transition to New Framework
The government should grant service authorisations under the Telecommunications Act 2023 instead of forming agreements with entities, according to Trai. The regulator has also reduced the entry fee for service authorisations. However, there is no set timeline for service providers to transition to this new framework; it remains voluntary.
Lahoti mentioned that Trai's team was heavily involved in recommending this new framework. Now, they will focus on providing recommendations for spectrum pricing. When asked about the timeline for satellite communications spectrum pricing recommendations, Lahoti stated that consultations would begin shortly.
Trai's approach reflects its commitment to modernising telecommunications regulations while addressing industry concerns. By prioritising satellite spectrum pricing and simplifying service authorisation, Trai aims to enhance efficiency and reduce costs for telecom operators.
