The Telecom Regulatory Authority of India (Trai) has initiated consultations on allocating an additional 5 MHz of paired spectrum in the 700 MHz band to Indian Railways for enhancing safety and security systems.
The Telecom Regulatory Authority of India (Trai) has invited stakeholders' opinions on the allocation of additional spectrum to Indian Railways for safety and security applications. The Department of Telecommunications (DoT) had approached Trai in mid-2023, conveying Indian Railways' request for an additional 5 MHz of paired spectrum in the 700 MHz band to enhance its safety and security systems.

Spectrum Allocation Considerations
In its consultation paper, Trai seeks stakeholders' views on several key aspects related to the spectrum allocation. These include:
- Whether an additional 5 MHz paired spectrum in the 700 MHz band should be assigned to Indian Railways for its safety and security applications.
- Whether spectrum harmonization is necessary to ensure contiguous radiowaves for Railways, the National Capital Region Transport Corporation (NCRTC), and other RRTS/Metro Rail Networks.
- The adoption of a uniform spectrum charging methodology for Indian Railways, NCRTC, and other RRTS/Metro rail networks. If so, Trai seeks suggestions on the appropriate spectrum charging methodology.
Trai has proposed various options, including the Auction Determined Price (ADP) recommended for NCRTC's train control system in RRTS corridors.
Consultation Timeline
Trai has set a deadline of March 6, 2024, for written comments on the consultation paper. Counter-comments must be submitted by March 20, 2024.
Significance of Railway Radio Communication
Radio communication plays a crucial role in railway operations, ensuring efficient train operations and effective management of emergency situations. The Railway Radio communication System between Train and Trackside (RSTT) enhances railway traffic control, passenger safety, and overall security during train operations.
By seeking stakeholder input, Trai aims to make informed recommendations to the DoT on the allocation of additional spectrum to Indian Railways, thereby supporting the enhancement of safety and security measures in the country's rail network.
