Chinese President Xi Jinping to skip the G20 Summit in India, instead Premier Li Qiang to represent China on September 9-10. Political upheaval at home is a frequent enough excuse for heads of state to cancel trips abroad.
As the top leader of China, Xi has continuously placed priority on the G20 meeting, and this will be the first time he has missed one. Since Russian President Vladimir Putin informed Prime Minister Narendra Modi last week that he would not be able to attend the summit, Mr. Jinping is the second world leader to cancel.

According to Nikkei Asia, Chinese President Xi Jinping has decided not to attend the G20 conference in New Delhi. The surprising move is said to be related to the recent Beidaihe meeting.
Although the conversations at this event are normally confidential, information from this year's closed-door discussions has started to surface, pointing to a substantial change in the political environment. However, China's security and repressive apparatuses are completely under Xi's control.
According to reports, the tone of this year's Beidaihe meeting was noticeably different from that of earlier events held since Xi took office as party general secretary in 2012. A panel of retired party elders did something unusual by "reprimanding" Xi and interrogating him in historically unheard-of methods., according to the source.
Prior to Beidaihe, party elders reportedly held their own meeting to compile their thoughts before sharing them with the present leaders, according to sources. Probably in Beijing's suburbs, that's where the encounter took place, according to Nikkei Asia.
The absence of Russian President Vladimir Putin and Chinese President Xi Jinping from this week's G20 conference in New Delhi, according to India's external affairs minister S. Jaishankar, is not exceptional and has nothing to do with India.
Chinese President Xi Jinping skipping this week's G20 summit in New Delhi was not unusual and will not affect negotiations to produce a consensus communique at the meeting, Indian Foreign Minister S Jaishankar said.
Jaishankar made it clear that the problems on the summit's agenda are not brand-new because they have been in the works for some months through various ministerial and bureaucratic processes.
Meanwhile, US Vice President Joe Biden will fly to India to attend the G20 conference, according to the White House. Other delegates who will attend the G20 Summit include the U.K. Prime Minister Rishi Sunak, Canada's Prime Minister Justin Trudeau, French President Emmanuel Macron, Japanese Prime Minister Fumio Kishida, Australian Prime Minister Anthony Albanese, German Chancellor Olaf Scholz, South Korean President Yoon Suk Yeol, South African President Cyril Ramaphosa, and Turkish President Recep Tayyip Erdogan.
India has also invited the presidents of Bangladesh, the Netherlands, Nigeria, Egypt, Mauritius, Oman, Singapore, Spain, and the United Arab Emirates in addition to G20 members.
The Bharat Mandapam, a building complex inside Pragati Maidan, will serve as the host venue for all delegates. All diplomatic engagements, bilateral discussions, and other summit events will take place at the top-notch convention facility.
