Unemployment is a major issue that plagues many countries around the world, and India is no exception. Despite being one of the world's fastest-growing economies, India is grappling with massive challenges related to unemployment. While impressive growth is seen in various sectors, certain regions continue to face alarming levels of unemployment in India.
According to the latest PLFS reports, there is a consistent decline in the national unemployment rate over the past three years. The estimated unemployment rate on a usual status basis for individuals aged 15 years and above stood at 4.2% in 2020-21, 4.1% in 2021-22, and 3.2% in 2022-23 across India.
Let's look at the top 10 Indian states with the highest unemployment rates, as per data from the Periodic Labour Force Survey (PLFS) conducted by the Ministry of Statistics and Programme Implementation for FY 2022-23.

1. Lakshadweep - 11.1%
Lakshadweep tops the list with an unemployment rate of 11.1%. The union territory situated in the Laccadive Sea, off the coast of Kerala, has a very small population and limited economic opportunities. Most of the people in the UT rely heavily on tourism for employment; hence, persistent unemployment issues continue to contribute to this high rate.
2. Goa - 9.7%
Goa unemployment rate, at 9.7%, is the highest among the Indian states. Just like Lakdweep, it is a major tourist destination, and most of the residents of the states depend on this tourism, as it is a major source of income. The state is struggling with seasonal employment and very limited industrial diversification, and a lack of job opportunities are major reasons for such a high rate of unemployment.
3. Andaman & Nicobar Islands - 9.7%
The Andaman & Nicobar Islands ties with Goa in terms of rate and shares the second spot, with their unemployment rate reaching 9.7%. The Union territory has a population of 4 lacs, and a large part of the youth population has a huge reliance on public sector jobs, which are hard to secure and lead to unemployment. Another major factor is the geographic isolation of the region, which has restricted economic growth.
4. Nagaland - 9.1%
Next on the list is the northeastern state of Nagaland, whose unemployment rate is currently 9.1%. Even though an improvement is seen over previous years, the rates still remain high. There is a major lack of infrastructure in the state, which leads to structural challenges. Also, there is no private sector investment that can help job creation and ease the employment patterns.
5. Kerala - 7.0%
Despite having a high literacy rate and strong human development indicators, Kerala reports an unemployment rate of 7.0%. The educated youth unemployment phenomenon is one of the major challenges in the state currently.
6. Haryana - 6.1%
An industrial hub in North India, Haryana falls sixth in the list with an unemployment rate of 6.1%. Rising population and lack of job opportunities areony being that the state is home to numerous industries, yet job creation hasn't kept pace with the rising workforce. breeding more unemployment in the state. 7. Chandigarh - 6.0%
The union territory of Chandigarh faces an unemployment rate of 6.0%. The limited opportunities, which are mostly concentrated in government and service sectors, are creating huge gaps in employment availability for the youth in the state.
8. Meghalaya - 6.0%
Meghalaya's unemployment rate is currently standing at 6.0%. Being a relatively smaller state in the northeastern region, plenty of challenges are faced by the residents, including inadequate industrial development and limited employment options, which continue to be the major factors in this regard.
9. Jammu & Kashmir - 4.4%
Jammu & Kashmir's unemployment rate is at 4.4%. It was converted from being a state to a Union territory, and a lot of political challenges continue to plague the youth in the region. Additionally, the economy of the Union Territory is also in turmoil due to instability and limited access to markets for local businesses.
10. Telangana - 4.4%
Telangana rounds out the list with an unemployment rate of 4.4%. While the state capital, Hyderabad, has seen rapid growth in IT and tech sectors in recent years, the rural areas of the state still struggle with job creation and proper education for the youth to secure jobs.
